A person of especially distinguished merit in the advancement of culture, designated under the Persons of Cultural Merit Pension Act of 1951. The Minister of Education, Culture, Sports, Science and Technology decides from among candidates selected by the Council for Cultural Affairs, an advisory body to the minister. The names are announced each year on 3 November, Culture Day, together with the recipients of the Order of Culture.
